Monbiot points out that the UK government has imposed austerity on the general population while failing to raise taxes on principal sources of income for the wealthy (capital gains, corporate profits, financial transactions, property taxes). He advocates one such tax, a land value tax. This tax would reclaim positive externalities captured by landlords, who benefit from roads, utilities, and other socially provided services that increase the value of their land; for this reason, land value taxes have been advocated by political and economic figures as conservative as Winston Churchill and Adam Smith. Monbiot sees the lack of public debate on the need for a land value tax as a sign of the political power of the rent-seeking class in the UK.
